Peru's President: 'We honor those who gave their lives fighting terrorism'

"We honor those who gave their lives fighting terrorism and who, instead of being recognized, endured years of judicial proceedings and unjust accusations. We will not abandon Peru's defenders," President Dina Boluarte stated.

The Head of State made these remarks during the "Defender of Democracy Medal" awarding ceremony.

It was held on Wednesday in tribute to the brave police and law enforcement agents who confronted terrorism between the 1980s and 2000s, restoring peace and order to the country.

During the event, 130 members of the Peruvian National Police (PNP) were awarded for their outstanding work in defending the rule of law.

Retired Colonel Benedicto Jimenez, leader and founder of the Special Intelligence Group (GEIN), received an exceptional promotion to PNP General through Supreme Resolution No. 187-2025-IN.

During an emotional speech, the top official paid tribute to those who captured the Shining Path leader, Abimael Guzman, and fought against the terrorist threat. 

Similarly, she called for the preservation of historical memory.

In this regard, the Head of State emphasized that the Executive Branch will continue working closely with the Armed Forces and the National Police to ensure the peace and security of all Peruvians.

"Our Government, together with our police and armed forces, remains steadfast in the fight against the remnants of terrorism, organized crime, and anyone who attempts to sow chaos in the country," she emphasized.

The top official also highlighted the enactment of the amnesty law benefiting members of the Armed Forces, the National Police, and Self-Defense Committees who participated in the fight against terrorism.

In turn, Jimenez thanked the current government for recognizing the work of police agents who risk their lives defending public order.

"This recognition serves as a moral incentive for members of the security forces who fought terrorism," he stated.

Meanwhile, PNP General Commander Victor Zanabria emphasized the Head of State's willingness to ensure that the nation's gratitude is shown to its heroes while they are still alive.

"I highlight the gratitude of all Peruvians to their heroes who are here today and who will always carry the red and white spirit, ready to serve their homeland even with their lives. The Peruvian National Police will always defend democracy," he said.

The President also reaffirmed Peru's position on defending democracy and human rights, in the context of the recent ruling by the Inter-American Court of Human Rights (IACtHR).

"Peru will continue evaluating its participation in the Inter-American Human Rights System, always defending national sovereignty and the right of peoples to build their own history without interference," she expressed.

The ceremony was attended by Prime Minister Eduardo Arana, Interior Minister Carlos Malaver, other Cabinet members; senior law enforcement officials, and the families of police members who fought against terrorism.
