More land for more housing! The Ministry of Housing, Construction and Sanitation (MVCS) has taken a decisive step to accelerate the construction of social housing by making 57 strategic state-owned properties available for urban development.

Through the Urban Land Generation Program (PGSU), the sector consolidated a national portfolio during 2025 that will allow for the construction of 164,731 social housing units (VIS) and will benefit more than 674,000 Peruvians.

The portfolio comprises 2,845 hectares of urban land distributed across various regions of the country and reflects a concrete change in public management: moving from inactive land to land ready for investment, promoting private sector participation within a technical and transparent framework.

Three Types of Land to Boost Social Housing


With the aim of facilitating investment and accelerating project execution, the PGSU (General Urban Development Plan) organized the portfolio into three groups, according to their level of technical and urban development:

Immediate Activation: 19 properties with compatible zoning and feasibility of basic services, totaling 297 hectares, which will allow the construction of 25,843 homes, benefiting more than 122,000 people in regions such as Lambayeque, Lima, and Arequipa.

Under Consolidation: 16 properties that require complementary works or urban development improvements. They represent 1,075 hectares and have the potential for 75,856 homes, benefiting more than 300,000 Peruvians, mainly in La Libertad, as well as Lima, Ica, Piura, Tumbes, Tacna, and Moquegua.

Strategic Development: 22 large-scale, long-term projects encompassing 1,473 hectares and projecting 63,032 homes, impacting more than 252,000 people.

Private investment already coming to fruition


The portfolio's technical soundness has sparked growing interest from the real estate sector. To date, several companies have submitted private initiatives for properties included in the portfolio, under the Asset Projects mechanism.

Currently, the PGSU (Urban Development Plan) is managing 10 private initiatives at various stages, involving 171.9 hectares, projecting 18,591 homes, and mobilizing an estimated investment of 1.617 billion soles (around $ 480.9 million), financed entirely with private capital and implemented in coordination with regional and local governments.

With these advances, the Ministry of Housing reaffirms its role as a facilitator between the State and private investment, promoting the orderly urbanization of state-owned land, the development of social housing, and the gradual closing of the housing gap, with concrete projects already underway.
