Peru: Machu Picchu Master Plan aims to consolidate sanctuary as global benchmark

The 2026–2030 Master Plan of the Machu Picchu Historic Sanctuary – The Machu Picchu National Archaeological Park envisions that the site will be firmly established as a global benchmark for integrated management and governance of mixed heritage by 2046.

Likewise, it foresees that the effective conservation of the cultural and natural landscape will actively contribute to the well-being of the local, regional, and national population.

The Machu Picchu Management Unit's (UGM) steering committee members unanimously issued a favorable opinion endorsing the approval of the management document during the first extraordinary session of 2026, held recently in Lima.


"The approval of this document reaffirms the Peruvian State's commitment to safeguarding the outstanding universal value of Machu Picchu, ensuring its conservation and preservation for present and future generations, while also guaranteeing its responsible enjoyment by the world," Culture Minister Alfredo Luna underscored.

In turn, Environment Minister Miguel Espichan stated: "the approval of the Master Plan constitutes the main strategic planning instrument for the sanctuary's comprehensive management."

"Being grounded in an interinstitutional governance approach, it will enable the implementation of priority actions for conservation, sustainable management, and the protection of endemic species, as well as the safeguarding of ecosystems and the territory's biodiversity at Machu Picchu," he added.

Sustainable tourism

Foreign Trade and Tourism Minister Teresa Mera welcomed the approval of the Master Plan.

Likewise, the Cabinet member highlighted the promotion of sustainable tourism as a tool for conservation and development.

"The incorporation of a tourism perspective represents a key step forward, as it recognizes tourism as a strategic axis aligned with the protection of cultural and natural heritage, the well-being of local communities, and the visitor experience," she indicated.

It also promotes sustainable tourism by regulating visitor flows, updating carrying capacity, diversifying visitor circuits, and strengthening governance, thereby ensuring that tourism activity remains compatible with heritage conservation and local communities' well-being.

What does the Master Plan prioritize?

The Master Plan prioritizes the protection of Machu Picchu's outstanding value by strengthening research, conservation, and the enhancement of the llaqta, the Inca Road Network, and the associated archaeological monuments, ensuring their authenticity, integrity, and sacred character.

In the environmental sphere, it sets out strategic objectives aimed at protecting forests, restoring degraded areas, and conserving emblematic species such as the Andean bear and the torrent duck, while also addressing threats including forest fires, pollution of water sources, and climate change impacts.

The Machu Picchu Management Unit's steering committee is chaired by Cusco Governor Werner Salcedo.

It is composed of Ministers Alfredo Luna (Culture), Teresa Mera (Foreign Trade and Tourism), and Miguel Angel Espichan (Environment), as well as Machu Picchu District Mayor Elvis La Torre.
