Public Ministry gets preventive detention order for terrorist Quispe Palomino

The Second Supraprovincial Criminal Prosecutor's Office Specialized in Human Rights, Interculturality, and Terrorism Crimes of Ayacucho managed the nine-month preventive detention requirement against Victor Quispe Palomino, who is investigated for the crime of terrorism to the detriment of the Peruvian State, to be declared well-founded. His capture has been ordered nationwide.

Also known as Comrade Jose, Martin or Ivan, he is accused of being the perpetrator-by-means for having organized, planned, directed, and evaluated the subversive ambush against members of Peru's Army and National Police in the Valley of Apurimac, Ene, and Mantaro Rivers (VRAEM) on October 29, 2020.

Likewise, he is accused of belonging to the Shining Path terrorist organization as a ringleader since July 14, 1999 —the date on which he assumed the leadership following the capture of Oscar Ramirez Durand, alias Feliciano.

The ambush

On October 29, 2020 —in compliance with the Orden de Operaciones Ojo de Aguila (Eagle Eye Operations Order)— two patrols made up of a total of 22 members of the Peruvian Army and National Police were deployed to the area by air.

Joined by a group of whistleblowers in Huanta province, they entered a place in the sector called 'Banderita' (Small Flag) belonging to Canayre district. After implementing the security measures, they traveled on foot to locate and arrest the Shining Path terrorists. 

While in the VRAEM area, military and police agents were ambushed by members of the self-proclaimed Militarized Communist Party of Peru, who activated homemade explosives using detonating cords, Ammonium Nitrate – Fuel Oil.

The activation of said explosives injured six commandos, who were immediately attended to by their colleagues while they were repelling the attacks.

Army Non-Commissioned Officer Gersson Samuel Cabrera Estrada and Police Non-Commissioned Officer Haddier Jose Lazaro Lino died at the scene.

In turn, Army NCOs Cristian Rene Cari Cutipa, Mijahil Castro Garcia, Yuri Anaya Gutierrez, and Army Captain Luis Gonzalo Nicolas Marzal Huallanca were seriously injured. The latter passed away days later at the hospital in Pichari.
