inaugurated the new premises of the Executive Secretariat of the Special Commission for Refugees, which will enhance assistance and services for refugees and asylum seekers in Peru.
Similarly, the diplomat highlighted UNHCR's support in setting up the facility.
Likewise, Ambassador Schialer stated that, through the Special Commission for Refugees (CEPR) which is chaired by the Foreign Affairs Ministry, a fair and efficient procedure is ensured for determining refugee status.
In this regard, he emphasized that the Interinstitutional Cooperation Agreement between his sector and UNHCR, which has been extended until 2026, has strengthened the Commission by providing specialized professionals, technical resources, and materials.
"In a global context marked by humanitarian crises and complex human mobility situations, our country continues to strengthen its institutional capacity to ensure an effective and orderly response, in strict adherence to legality and international refugee protection standards," Schialer emphasized.
The Special Commission for Refugees, chaired by the Ministry of Foreign Affairs, is the body responsible for receiving, evaluating, and ruling on applications for refugee status in Peru, as well as ensuring compliance with international agreements on refugee protection.
This body has made significant progress in managing the refugee system, notably with the recent validation of applicant data, which will enable the optimization of procedures and strengthen the State's response capacity.
Also in attendance at the ceremony were United Nations System Resident Coordinator in Peru, Rossana Dudziak; Special Commission for Refugees Executive Secretary Patricio Rubio; and members of the Diplomatic Corps accredited to Peru.
As part of the event, Minister Elmer Schialer held a meeting with the UNHCR Representative in Peru, Laura Almirall, during which they discussed matters such as the Cartagena +40 Process, the drafting of a bill to update and strengthen the Refugee Law, and regulations on statelessness.
