on Friday indicated that she will sign the regulations for the new Procurement Law, which will be much more user-friendly and less bureaucratic. It will come into force in three months.
"The new regulations will help us; they are more agile, user-friendly, less bureaucratic, and the people will be grateful for it," Mrs. Boluarte said.
During the meeting on Territorial Development Investment Management-Agenda 2025, the Head of State pointed out that the previous Procurement Law "generated many obstacles, a lot of bureaucracy."
"This is more agile and user-friendly; the regulation is signed, and it will come into force in 3 months," she noted at the meeting, which was attended by local authorities with low implementation levels, aimed at strengthening their capacities.
The purpose of this meeting was to ensure that district and provincial municipalities improve their execution levels and complete public works in 2025, as these authorities are the first point of contact with the population.
"We want municipalities to have exceeded 95%, 98%, and reach 100% execution by December 2025. This way, we will be able to tell the population that we are addressing their needs," she stated.
Reconstruction works to be completed
President Boluarte indicated that the stalled projects, over 1,000, do not belong to her Government, but were halted by the previous management of the Comptroller's Office with concurrent control, most of which are under legal proceedings.
Within this framework, she said the pending projects initiated with the Authority for Reconstruction with Changes, which are not subject to legal proceedings, should be completed this year, so that new projects benefiting the population can begin in 2026.
The top official announced that, after this meeting, in which Cabinet Chief Gustavo Adrianzen and Economy-Finance Minister Jose Arista also participated, a new macro-regional meeting will be convened, initially with the mayors who have low execution levels, in order to strengthen their capacities.
Then, the mayors who have an intermediate execution level will be convened. In the last stage, those who present a good execution will be invited to attend.
