This agreement will allow the South American country to participate in the Free Trade Agreement (FTA) Transshipment Facilitation Scheme (FTA Scheme).
Accordingly, the C&ED of Hong Kong, China, is authorized to issue Certificates of Non-Manipulation, documents that may be used to certify compliance with the direct transport requirement under the Peru–China Free Trade Agreement.
In this regard, Peru will join the scheme as of January 12.
The FTA Scheme is a mechanism administered by the C&ED of Hong Kong, China.
It certifies that goods remained under customs control and were not subjected to operations other than those permitted under the Peru–China Free Trade Agreement during their storage in Hong Kong, thereby strengthening the security of trade operations.
Currently, the C&ED issues Certificates of Non-Manipulation solely for Peruvian exports bound for China that transit through Hong Kong, China.
With Peru's incorporation into the FTA Scheme, this benefit is extended to imports originating in China and destined for the South American nation that are stored in Hong Kong, China.
"This technical effort by both entities facilitates compliance with the direct transport requirement under the Peru–China Free Trade Agreement," Foreign Trade and Tourism Minister Teresa Mera stated.
"Meeting this requirement is necessary for goods to retain their originating status and benefit from the preferential tariff treatment established under the agreement," she added.
