Gov't approves national policy intended to benefit 800,000 Afro-Peruvians

The President of the Republic Pedro Castillo on Friday signed Supreme Decree No. 005-2022-MC approving the National Policy for the Afro-Peruvian People (PNPA) to 2030, which will benefit more than 800,000 Afro-Peruvians.

Said policy reaffirms the State's commitment to contributing to the reduction of gaps in access to services, in order to ensure the full exercise of their rights.

The PNPA provides actions to improve the quality of life of the Afro-Peruvian people and promotes the exercise of their economic, social, political, and cultural rights, through the identification of 43 public services, which will be provided by 12 entities.

This is the first sectoral national policy, which is promoted by the administration of Culture Minister Alejandro Salas.

Three policies have been approved since the creation of the Ministry of Culture: the National Policy for Culture to 2030, the National Policy on Native Languages, Oral Tradition and Interculturality to 2040, and now the National Policy for the Afro-Peruvian People to 2030.

With this approval, the 10th pillar of the Government's General Policy (Intercultural State for the promotion of cultural diversity) is being implemented.

The Supreme Decree was countersigned by the Ministers of Culture, Women and Vulnerable Populations, Development and Social Inclusion, Health, Education, Labor and Employment Promotion, Justice and Human Rights, Agriculture and Irrigation, Production, as well as Transportation and Communications.

Participatory process

In this regard, Culture Minister Alejandro Salas welcomed the enactment of the decree, noting that the PNPA has been developed through a participatory and deliberative process, with active involvement of organizations representing the Afro-Peruvian people at the national level.
