Peruvian candidate elected as Alternate Expert by OAS Permanent Council

Peruvian candidate Angela Hernandez has been elected by the Permanent Council of the Organization of American States (OAS) as Alternate Expert of the Working Group on the implementation of the American Declaration of the Rights of Indigenous Peoples (ADRIP).

The group was established in 2023 by State members in order to analyze and monitor the Hemisphere's progress registered in the implementation of ADRIP and propose spaces of cooperation among State members. Its formation and initial agenda are under development.

Previously, the OAS reported on the call for the formation of said group, which will be made up of eight (8) full members (4 experts designated by the States that joined the ADRIP consensus and 4 representatives of Indigenous Peoples) and eight (8) alternate members (4 experts designated by the States that joined the ADRIP consensus and 4 representatives of Indigenous Peoples).

The first meeting of said Working Group was held in March 2023 in Antigua, Guatemala. 

The event brought together officials from the Presidential Commission on Discrimination and Racism against the Indigenous Peoples of Guatemala (CODISRA), the Department of Social Inclusion at the Secretariat for Access to Rights and Equity (SARE) of the OAS, the Pan American Health Organization (PAHO), among others.

The main objective was to produce a regional report on the actions implemented within the framework of an Action Plan for the implementation of the American Declaration on the Rights of Indigenous Peoples (2017-2021) and to analyze the possibility of creating an institutional monitoring mechanism within the framework of the OAS.

The American Declaration of the Rights of Indigenous Peoples (ADRIP) recognizes the rights of indigenous peoples, including the right to self-determination, prior and informed consent, and the right to maintain and strengthen their own cultures and traditions. 

This declaration was adopted by the Organization of American States in 2016.
