Peru: Science Ministry to boost scientific, economic production

A Ministry of Science and Technology will make it possible to reverse Peru's low rates in scientific production, thus having a positive impact on national economy in addition to preventing the brain drain, Peruvian Nuclear Energy Institute (IPEN) Chairman Modesto Montoya projected on Wednesday.

In remarks to Andina news agency, the scientist highlighted the creation of the multisectoral working group in charge of crafting the bill that creates a ministry of this nature, noting that it responds to the fulfillment of a campaign commitment made by President Pedro Castillo.

Likewise, he said the deadline established to present the project (October 31, 2021) would be enough time, considering that the Presidency of the Council of Ministers (PCM) has been working on the issue in advance.

According to Montoya, the IPEN —as well as the rest of members— would consider the proposals, offer their contributions and opinions, thus completing the legislative initiative.

Supported by a ministry —he stressed— investment in science would be optimized, and there would be better coordination among all research institutes —now dispersed— as well as universities and private institutions.

"Currently, sectorization and disarticulation do not allow us to work well. Supported by a Ministry, there will also be decisions at the highest level," Montoya expressed.

Furthermore, the scientist said it is proven that a ministry boosts a country's scientific production, such is the case of Argentina and Brazil, which to date are both regional nations working —for example— in the production of vaccines against COVID-19.

"Some time ago, South Korea was poorer than Peru; then, it created a ministry and its scientific production soared; they (its inhabitants) are through the heavens nowadays. It is time to stop selling products lacking added value; that is what will happen by boosting scientific production," he remarked.

Lastly, Montoya said that —thanks to this new panorama— the brain drain will be avoided.
