The Private Investment Promotion Agency (ProInversión) announced today that for the 2025-2026 period, it plans to award 20 Public-Private Partnership (PPP) projects, worth more than US$4.1 billion, to benefit the Southern Macro Region.
The regions of Arequipa, Apurímac, Cusco, Puno, Moquegua, and Tacna make up the Southern Macro Region.
This was announced during the First Meeting of Chambers of Commerce of the Southern Macro Region of Peru, organized by the Arequipa Chamber of Commerce and Industry, where ProInversión's executive director, Luis Del Carpio, and Mario Hernández, director of the Special Projects Directorate, participated.
"We have a great window of opportunity that allows us to move forward with high-impact investment projects at the national level, as today the word private investment no longer generates fear in the regions," said Del Carpio.
In this regard, ProInversión plans to award four (4) PPP projects for the benefit of Arequipa, for US$497 million. The most notable projects are the Atico-Quilca District-Matarani-Ilo Road Corridor, the Chiguata District-Santa Lucía-Mañazo Road Corridor, and Group 3 of the 2023-2032 Transmission Plan (New Palca 220 kV Substation, Palca-La Pascana 220 kV Transmission Line, expansions, and associated substations).
In Cusco, between 2025 and 2026, 11 PPP projects are planned to be awarded, for an estimated value of US$1.974 billion; Among the projects highlighted are the Choquequirao Cable Car, the private Cusco Schools initiative (US$58 million), and the Cusco Wastewater Treatment Plant (WWTP) (US$52 million).
In addition, work is underway on the Natural Gas Massification and Cusco Regional Gas Pipeline projects.
In Apurímac, three (3) PPP projects are expected to be awarded for US$509 million. The projects highlighted are the Longitudinal de la Sierra Section 4, the Choquequirao Cable Car, and Group 3 of the 2023-2032 Transmission Plan (138 kV Abancay Nueva – Andahuaylas Link, expansions, and associated substations).
In Puno, seven (7) projects are expected to be awarded for US$747 million. The Sicuani – Pucará – Calapuja Road Corridor projects (US$127 million), Group 3 of the 2023-2032 Transmission Plan (US$51 million), and Group 2 of the 2025-2034 Transmission Plan (US$148 million) stand out.
“All of these projects will contribute to improving infrastructure and public services in each region, fostering greater productivity and competitiveness in their economies, generating higher incomes and well-being for citizens,” stated Mario Hernández, director of the agency's Special Projects Directorate.
Projects in Assets
In addition to PPP projects, he stated that ProInversión is working with each regional authority to identify assets they own (land) so they can be valued through the Projects in Assets modality and develop various projects such as shopping centers, industrial parks, recreation centers, tourist centers, bus terminals, supply centers, among others.
It is worth mentioning that, in the agency's 23 years of existence, 25 projects have been awarded through PPPs in the Southern Macro Region, for more than US$3.4 billion.
In Arequipa, 11 PPP projects have been awarded for more than US$1,115 million; in Cusco, 10 projects for US$663 million; in Puno, nine (9) projects for US$769 million; in Apurímac, three (3) projects for US$99 million; in Moquegua, eight (8) projects for US$650 million; and in Tacna, five (5) projects for US$130 million.
Works for Taxes
On the other hand, Mario Hernández pointed out that the southern regions of Peru, including Ayacucho and Huancavelica, in addition to the six aforementioned regions, have more than S/ 21.5 billion to execute projects through the Works for Taxes mechanism, according to the maximum annual capacity limits for the issuance of Regional and Local Public Investment Certificates - Public Treasury (CIPRL).
For this year (2025), in this Macro Region, 91 investments are projected to be awarded (including projects and Investment in Optimization, Marginal Expansion, Rehabilitation, and Replacement - IOARR), for a total estimated amount of S/ 2.043 billion.
In total, the promotion portfolio in the eight southern regions amounts to 140 projects, for a total of S/ 4.908 billion.
The COAR Arequipa projects (S/ 106 million), promoted by the Ministry of Education in the province of Majes, stand out; the Carlos Cornejo Hospital in the city of Azángaro, Puno, for S/223 million; and the creation of the Urban Mobility Service on Magollo Avenue, Tacna, for S/53 million, promoted by the Tacna Regional Government.
