Peru: Odebrecht allegedly paid bribes for Southern Gas Pipeline

Odebrecht allegedly paid US$3.07 million for the awarding of the Southern Gas Pipeline (Gasoducto del Sur) during ex-President Ollanta Humala's (2011-2016) term in office, Convoca investigative journalism site has reported.

According to Convoca —in coordination with International Consortium of Investigative Journalists (ICIJ)— the data from the Drousys server —utilized by the Brazilian company's Division of Structured Operations— shows 17 money transfers linked to this project. 

It should be noted the Southern Gas Pipeline had been awarded for over US$7 billion to the sole bidder —Odebrecht— in June 2014.

Within this framework, the Prosecutor's Office opened two investigations over collusion and incompatible negotiation offenses against State-run Private Investment Promotion Agency (ProInversion) employees, the company's executives, lawyers, as well as Ollanta Humala's wife Nadine Heredia

With regards to this project, 10 people —identified only by nicknames (codinomes)— appear as the recipients of illegal money payments worth between US$20,000 and US$700,000. 

Likewise, seven intermediary companies —used as channels for the over US$3 million payments— appear as "beneficiaries." Some of them had been created in the British Virgin Islands, Hong Kong, Belize, and Panama.

Within this framework, two payments were allegedly made to CGZ Ingenieria, whose chairman and director is the current Callao Region's Deputy Governor Constantino Galarza

To date, Odebrecht has admitted to corruption offenses related to the Lima Metro Line, Interoceanic Highway (stretches 2 and 3), Costa Verde Concession (Callao stretch), as well as Cusco's Evitamiento Road.


Besides, legal interests —which reach S/150 million (around US$44 million)—, SUNAT's enforceable debt payments —worth S/435 million (around US$130 million)—, and the S/65 million (US$19 million) —which have already been paid— must be added to this figure. 

Thus, the civil reparations' figure totals S/1.260 billion (around US$377 million).

In mid-February, Peru's Lava Jato Case Special Prosecution Group signed the long-awaited collaboration agreement with Odebrecht representatives and former employees in Brazil. The accord did not include the Southern Gas Pipeline project.

This deal was intended to procure evidence and testimonies for the investigation of corruption cases in the Andean nation.
       
As is known, the Brazilian construction giant admitted to having paid millions in bribes to government officials in Peru, in order to secure public-works contracts.

As a result, Odebrecht benefited from over US$143 million between 2005 and 2014 in Peru, according to the U.S. Justice Department. 

In addition, four ex-Presidents have been linked to the Brazilian company such as: Alejandro Toledo (2001-2006), Alan Garcia (2006-2011), Ollanta Humala (2011-2016), and Pedro Pablo Kuczynski (2016-2018)
