Peru names Ambassadors to China, Kuwait, India and Germany

The Peruvian Government —through the Ministry of Foreign Affairs— has appointed Ambassadors to the People's Republic of China, the State of Kuwait, the Republic of India, and the Federal Republic of Germany.

Within this framework, Marco Vinicio Balarezo Lizarzaburu has been designated to serve as Ambassador Extraordinary and Plenipotentiary of Peru to the People's Republic of China.

Carlos Manuel Alfredo Velasco Mendiola has been appointed to the similar post in the State of Kuwait.

Javier Manuel Paulinich Velarde will serve as Ambassador to the Republic of India.

Augusto David Teodoro Arzubiaga Scheuch will become Ambassador to the Federal Republic of Germany.

The designations were established via supreme resolutions published in the Official Gazette El Peruano on Saturday.


The documents establish that credentials and full powers will be extended to the diplomats.

Likewise, the date on which diplomatic officials must take up duties will be set by Ministerial Resolutions.

These designations were made in accordance with Article 118 of the Political Constitution of Peru, which establishes the power of the President of the Republic to appoint Ambassadors and Ministers Plenipotentiary, with the approval of the Council of Ministers, responsible for reporting to Congress.
