The National Sustainable Infrastructure Plan for Competitiveness (PNISC), which will be in effect from 2025 to 2030, will have a territorial approach and will prioritize a strategically coordinated investment portfolio, according to the
Ministry of Economy and Finance (MEF).
During the
Task Force titled "Third High-Level Dialogue on Infrastructure" —organized by the British Embassy and the MEF— Deputy Minister Miralles reported that the PNISC 2025-2030 is being developed with technical support from UK entities.
These
include the Institution of Civil Engineers, the National Infrastructure Commission, and technical assistance from the Sustainable Infrastructure Program, implemented by the Inter-American Development Bank (IDB).
The
high-ranking official emphasized that one of Minister Jose Salardi's priorities is recognizing that infrastructure is not an end in itself, but rather a means to development, and that ensuring the sustainability of projects—regardless of the implementation model chosen by the Peruvian government— is crucial.
She added that public-private partnerships (PPPs) are the suitable mechanism to ensure project sustainability, thanks to long-term contracts that prioritize service quality. Therefore, the MEF is working intensively on reforming the private investment promotion system.
