Peru: Lawmakers present censure motion against Congress Chairwoman

A second censure motion has been filed against Congress Chairwoman Maria del Carmen Alva over the meeting she held with a group of legislators to reportedly discuss the presidential impeachment proceeding.

The motion No. 2042 was inked by congresswoman Betssy Chavez (Peru Democratico), as the first signatory, and other 19 legislators from her own political group, as well as from Peru Libre and Juntos por el Peru.

The document cites the report published by Hildebrandt en sus Trece —a weekly publication that informed of the aforementioned meeting held at a hotel in Lima's Miraflores district.

It also warns that lawmakers have tried to minimize the meeting by saying it was a workshop seminar financed by the Frierich Naumann Foundation for Freedom.

The motion says that Article 43 of the Peruvian Constitution provides that the State is governed by the rule of law, that its form of government is democratic, and that it is organized pursuant to the principle of separation of powers. 

"However, the Board of Congress has set aside that provision and has assumed a Montesinos-like plan that violates the purpose of our Magna Carta," the document reads.

It also states that Alva and the legislators who participated in the meeting seek to alter the spirit of the Constitution and laws so as to give priority to their particular interests over the general interest.

This censure motion is added to the one previously filed by Peru Libre.
