Peru: Health Ministry guarantees budget for continuity of hired health personnel

Within the framework of Emergency Decree No. 002-2021, the Peruvian Ministry of Health (Minsa) guarantees the budget for the continuity of personnel hired for modular hospitals, which has allowed expanding the health offer during the COVID-19 pandemic.

This was one of the main conclusions reached at the 15th Extraordinary Meeting of the Intergovernmental Health Commission (CIGS) recently held in Lima.

At the event —led by Health Minister Pilar Mazzetti and attended by governors— it was agreed that regional governments will send the information on these complementary services on a monthly basis via an app, so that Minsa requests the budget transfer to the Ministry of Economy and Finance (MEF).

At the same time, as governing body, Minsa will manage the regulations for the provision of additional hours for professionals and technicians from the primary care level.

Within this framework, Minsa will also submit a proposal to the MEF for the authorization of complementary services for health personnel in ICUs, so that shifts in these units are increased.

Likewise, Dr. Mazzetti stressed the need to streamline the management of health worker payments (regular regime and COVID-19 personnel), taking into account that human resources constitute a fundamental element in the production of health services.

Lastly, she called on governors, regardless of the payroll, to continue with the process of appointing and promoting personnel in the coming months —before the transfers of office.
