Peru: Government issues bond to Villa El Salvador deflagration victims

The Government of Peru has published an Urgency Decree that approves extraordinary measures aimed at the victims of the deflagration of a gas tanker truck in Villa El Salvador district, including the issuance of bonds to finance the repair of their homes.

The Urgency Decree No. 024-2020 was published in El Peruano official gazette and bears the signatures of President Martin Vizcarra, Prime Minister Vicente Zeballos, and Housing Minister Rodolfo Yañez.

The regulation considers two bonds; one of them, the Family Housing Bond, will be aimed at those whose homes were affected by the disaster. 

Thus, the affected population will be exempt from the property ownership requirements for the piece of land where the affected home is located, from the Construction License, and from the savings scheme established by Law No. 27819, which created the Family Housing Bond (BHF).

The second bond, known as the Protection Bond for Dwellings Vulnerable to Seismic Risks, will be aimed at the victims living in the area where state of emergency has been declared.


The beneficiaries of the latter will be exempt from the property ownership requirements for the piece of land where the affected home is located. 

In addition, this benefit is limited to one per piece of land and can be requested by any of the members of the household.
