Amazonian region San Martin unveils long-term strategy to boost tourism and foreign trade

Regional government launches competitive program to drive sustainable tourism and export growth

The Regional Directorate of Foreign Trade and Tourism (Dircetur) of the Regional Government of San Martín (Goresam) has introduced the Regional Sector Development Program: Competitive Tourism and Foreign Trade by 2040 (TCC 2040), a long-term roadmap with a territorial approach, focused on people and measurable development outcomes.

Officials emphasized that the initiative aims to transform the amazonian San Martin region’s economic model by advancing sustainable tourism and strengthening export activity rooted in local identity and biodiversity.



The TCC 2040 builds on the Regional Strategic Tourism Plan (PERTUR) 2019–2030, which established technical governance tools such as the Regional Tourism Governance System (Sisgotur) and the Regional Tourism Competitiveness System (Siscomtur).

Both systems —created in San Martín region and unique nationwide— have improved tourism planning, performance monitoring, and decentralized management.

 In 2024, they were formalized through a regional ordinance, positioning them as models that may be replicated in other regions of Peru.



This ambitious program —publicly available at www.visitasanmartin.com/tcc— is structured around three core pillars: management, investment, and promotion.

It is implemented through seven strategic components: Promtur, Inprotex, San Martín Exporta, Impulsa Turismo, Entur San Martín, Sisgotur, and Siscomtur.

Key advances already underway include: a full tourism diagnostic across the region’s 78 districts; results from the 2024–2025 Tourism Competitiveness Ranking for Local Governments, created using Siscomtur; activation of the Regional Tourist Protection Network; expansion of the Territorial Tourism Registry (RTT); promotional initiatives such as Anfitriones de Corazón; and a portfolio of strategic investments to strengthen infrastructure for tourism and exports.



The Competitive Tourism and Foreign Trade Program by 2040 positions San Martín as a region committed to inclusive growth and international competitiveness, a model for sustainable tourism management and export-led development in Peru.
