Peru: Environment Ministry, German cooperation sign agreement to strengthen climate action

The Peruvian Ministry of Environment (Minam) and German development cooperation, implemented by GIZ, signed an agreement on Thursday for the execution of the ProEficiencia project, aimed at strengthening national capacities to address climate change challenges.

The initiative aims to accelerate the implementation of Nationally Determined Contributions (NDCs) in strategic sectors and promote a transition toward a low-carbon economy.

The signing ceremony was led by Environment Minister Nelly Paredes.

The official said the agreement represents another step in the strong cooperative relationship between Peru and Germany on environmental and climate matters.

"This initiative is aligned with the National Strategy on Climate Change to 2050 and strengthens the implementation of our NDCs, integrating the productive sector as a key player in the transition toward a low-carbon economy," Paredes stated.

The Cabinet member reaffirmed Minam's commitment to "lead the national climate agenda and coordinate efforts with international cooperation to generate concrete impacts both in emissions reduction and in strengthening capacities across the country."

Shared responsibility

Meanwhile, GIZ Southern Cone Resident Director Martina Vahlhaus said GIZ will support this process with technical rigor, international experience, and operational capacity.

"Today we signed an agreement, but what we are beginning is a shared responsibility: to implement jointly, with the same quality with which this project was designed among all stakeholders," she stated.

ProEficiencia will receive a contribution of up to €4 million and will remain in force through 2029.

The funds will be allocated to technical assistance, capacity building, specialized training, and the promotion of sustainable technologies that help reduce emissions and improve the competitiveness of Peruvian companies, especially in sectors such as industry, commerce, and productive chains with high mitigation potential.

Carbon neutrality by 2050

The project will prioritize micro, small, and medium-sized enterprises, facilitating their access to technical tools, financing, and innovative solutions that allow them to respond to increasingly demanding international markets with higher environmental standards.

Those attending the event included Deputy Minister of Strategic Development of Natural Resources Carmen Vegas and German Development Cooperation Counselor and Chief Nicole Maldonado, among other authorities.

Peru aims to achieve carbon neutrality by 2050, reducing greenhouse gas emissions by 40% by 2030 via actions against deforestation, circular economy promotion, clean energy use.

The process is projected to generate a net economic benefit of US$98 billion by 2050.
