Peruvian Government declares state of emergency in Metropolitan Lima and Callao

The Peruvian Government officially declared a state of emergency in Metropolitan Lima, in the department of Lima, and in the Constitutional Province of Callao, for a period of 30 calendar days, effective as of midnight today, Wednesday, October 22, with the aim to make the city a safer place.

The government decision was made official through Supreme Decree No. 124-2025-PCM, published yesterday in the extraordinary edition of the Legal Norms Bulletin of the Official Gazette El Peruano.

The regulation states that the Peruvian National Police (PNP) maintains control of internal order, with the support of the Armed Forces, to address crime and other situations of violence.

The PNP determines the areas of intervention, essentially based on intelligence, indicators, statistics, crime maps, among other instruments.

During the state of emergency, the provisions of Section 1 of Article 137 of the Peruvian Political Constitution apply, regarding the restriction or suspension of the exercise of constitutional rights related to personal liberty and security, inviolability of the home, freedom of assembly, and freedom of movement within the territory included in Sections 9), 11), 12), and 24, letter f) of Article 2 of the Peruvian Political Constitution.

For mass and public religious, cultural, sports, and non-sports activities, the corresponding permit must be requested from the competent authorities for evaluation in accordance with Article 4 of the New Regulations on Technical Safety Inspections in Buildings, approved by Supreme Decree No. 002-2018-PCM, and current regulations.

Activities that are not of a mass nature may be carried out without prior permission.

It is indicated that the intervention of the PNP and the Armed Forces is carried out in accordance with the provisions of Legislative Decree No. 1186, the Legislative Decree regulating the use of force by the Peruvian National Police, and other current regulations.

The supreme decree also establishes the permanent session of the National Council for Citizen Security (CONASEC) and the formation of coordination committees.

- Permanent session of CONASEC

The National Council for Citizen Security (CONASEC), the Regional Citizen Security Committees (CORESEC) of Metropolitan Lima and the Constitutional Province of Callao, the District Citizen Security Committees (CODISEC) of Metropolitan Lima and the Constitutional Province of Callao, the National Council for Criminal Policy (CONAPOC), and the committees established under this legal provision are hereby declared in permanent session for the duration of the state of emergency.

-Formation of coordination committees

The Coordination Committees are formed by the heads of each entity, whose participation is non-delegable, within 24 hours of the entry into force of this Supreme Decree. The information and agreements adopted by these committees are confidential under the responsibility of the Committee.

1. Unified Operational Coordination Committee - CCO

The Unified Operational Coordination Committee (CCO) is formed, chaired by the Commander-in-Chief of the Armed Forces Joint Command, the Technical Secretary of CONASEC, the Director of the National Intelligence Directorate, a representative of the Attorney General's Office appointed by the highest authority, a representative of the Presidency of the Judiciary appointed by the highest authority, the Mayor of Metropolitan Lima as the representative of CORESEC, and the Regional Governor of Callao as the representative of CORESEC.

2. Intelligence Committee - CI

The Intelligence Committee (CI) is formed, chaired by the National Intelligence Directorate, the Intelligence Division of the Joint Command of the Armed Forces, the Intelligence Directorate of the Ministry of the Interior, the Intelligence Directorate of the PNP, the Intelligence Subdirectorate of the INPE, the Intelligence Directorates of the Armed Forces, and the Financial Intelligence Unit.

3. Oversight Committee – CF

The Oversight Committee (CF) is established, chaired by the Ministry of Transport and Communications (MTC) and composed of the Supervisory Agency for Private Investment in Telecommunications (OSIPTEL), the PNP, the Public Prosecutor's Office (Prosecución Público) through a representative with decision-making authority, the Secretariat of Government and Digital Transformation of the PCM, the Cyber Defense Operational Command of the Joint Command of the Armed Forces (COCID), INPE, Immigration, SUCAMEC, SUTRAN, ATU, SUNAT, the Specialized Anti-Drug Unit of the National Police (DIRANDRO), and the subnational governments of the jurisdiction.

4. Strategic Communication Committee – CCE

The Strategic Communication Committee (CCE), chaired by the PCM, is hereby established, comprising members of the Unified Operational Coordination Committee and the head of the National Institute of Radio and Television of Peru (IRTP), to implement the communications strategy within the framework of this Supreme Decree.


Once the state of emergency has come into effect, the following actions are established:

Prison control and illegal telecommunications


Visiting restrictions are imposed on penitentiary facilities:

- One visit per week for inmates in the ordinary closed regime.

- One visit per fortnight for inmates in the special closed regime. Only relatives within the fourth degree of consanguinity and the second degree of affinity may receive visits.

- Power outages in cells, allowing only lighting.

- Dismantling and destruction of illicit telecommunications antennas, with the armed forces responsible for their maintenance.



Combined forces and territorial control

The combined forces are comprised of the PNP, the Armed Forces, and the Municipal Security Forces, which will execute the following actions:

- Focused territorial control in critical areas and protection of public institutions with the participation of the combined forces. Temporary field commands for the combined forces will be established in coordination with subnational governments.

- Maintaining territorial control through foot patrols by the combined forces.

- Patrols by the combined forces in critical areas (bus stops, subway stations, institutions associated with public services, and strategic assets, among others).

- Search and arrest operations for wanted individuals through identity checks based on the crime map and other instruments provided by the CCO.

- Identity check operations in buildings, including breaking and entering if necessary, based on reports from the CCO and/or CI.

- Identity check operations in motorized and non-motorized vehicles.

- Identity check operations for foreigners who fall under the special exceptional administrative sanctioning procedure.

- Prohibition of the transit of two adults in minor motorized vehicles of vehicle category L3 (linear motorcycles).

- Intervention and impoundment of vehicles in authorized depots if they display falsified documentation and/or illegible, deteriorated, tampered, damaged, laminated license plates, or if they contain objects that prevent correct identification of the vehicle.

- Massive and ongoing seizure operations for weapons, ammunition, illegal explosives, and pyrotechnics.

- Control and oversight of the artisanal manufacture of pyrotechnics.

- Control and oversight of the illegal marketing and use of pyrotechnic products and their related materials of classes 2 and 3 in accordance with the relevant law.

- The National Intelligence System will conduct reliability tests using a polygraph on INPE (National Institute of Public Security), as well as on other officials or officers determined by CONASEC (National Commission of Public Security), in accordance with the criteria and procedures established in current regulations.

- Inspection operations for chemical inputs used in drug production.

Flagrancy and rapid response by the justice system


- Strengthening of flagrancy units in the territory declared under a State of Emergency, in order to improve the justice system's rapid response to actions by the combined forces.

- Implementation of special security measures for prosecutors and judges involved in criminal cases, under the responsibility of the Peruvian National Police (PNP).

Actions to confront illegal markets linked to crime.


The Oversight Committee carries out inspection and control operations with the assistance of the combined forces in areas where the following have been identified, among others:

- Human trafficking.
- Illegal drug and narcotic trafficking.
- Illegal arms market.
- Informal and street sales outlets for phone chips and cell phones of dubious origin, resulting in cases of extortion or kidnapping, the cancellation of which is carried out in accordance with the relevant law.
- Illegal auto parts market.
