Address to the Nation: Peru strengthens ties with U.S., China and France

The President of the Republic, Dina Boluarte, on Monday highlighted in her Independence Day Address to the Nation that bilateral relations between Peru and the United States, China, and France have strengthened under her administration, with the advancement of major joint initiatives.

Regarding the U.S., the top official indicated that it is Peru's second-largest trading partner and the main destination for non-traditional exports, "with spaces to be harnessed in key areas such as security, aerospace development, science, technology, and culture."

The President mentioned that since December 2022, Peru has signed an aerial interception agreement with the U.S., secured a donation of helicopters, and advanced cooperation with NASA for the development of the South American country's aerospace sector.

"Besides, we pushed forward the modernization of the Port of Matarani with U.S. investment," Mrs. Boluarte pointed out.

Regarding China, the Peruvian President spoke of the consolidation of the Comprehensive Strategic Partnership between the two countries.

"We are working to materialize the objectives outlined in the 2024–2029 Joint Action Plan, which guides our cooperation in areas of significant benefit to Peru," she stated.

Likewise, the Peruvian top official underscored the strengthening of bilateral ties with France, highlighting the working meeting held with President Emmanuel Macron last June.

In this regard, she said it "not only consolidated high-level political dialogue, but also opened new opportunities for economic and infrastructure cooperation."

South America

Moreover, the President stated that relations with neighboring countries have been strengthened through high-level political dialogue, as well as through binational cabinets and political consultation mechanisms on matters such as security, development, and environmental protection.

"The national policy on border development and integration, aimed at improving living conditions for populations in frontier areas, will remain a key component of our foreign policy toward neighboring states," she noted.

Combatting Transnational Crime

President Boluarte emphasized that her administration has led major international initiatives to coordinate efforts against transnational crime.

This included action within the Andean Community (CAN) through the approval of Decision 922 and the adoption of an Action Plan to combat this threat.

At the Organization of American States (OAS), Peru led the adoption of a joint declaration condemning terrorist violence by the criminal group Tren de Aragua.

Peru's international image

President Boluarte stated that her administration has reaffirmed Peru's image before the international community, presenting it as a trustworthy and respected partner.

She made this remark in reference to the diplomatic defense of Peru's democratic order following the 2022 coup attempt.

The top official said that Peru has remained actively engaged in major international events, reaffirming the rule of law and human rights, thereby securing the support of the international community.

"This has helped reaffirm Peru's image and reputation as a reliable and respected partner in the global community, ready to engage with all states and international organizations in pursuit of mutual benefit and in full respect of international law and binding agreements," she expressed from Congress headquarters in the Peruvian capital, Lima.

APEC Peru 2024

The President also pointed to the success of APEC Peru 2024, which brought together top leaders of member economies under the theme "Empower, Include, Grow."

Within this framework, the Head of State said her government presented a socioeconomic development agenda and established a diplomatic strategy that restored political consensus within the forum.

"This success was reflected in more than 280 meetings held across five regions of the country, in the cities of Arequipa, Lima, Pucallpa, Trujillo, and Urubamba, which positioned Peru as a reliable partner in the Asia-Pacific region, opening new opportunities for trade, investment, and international cooperation for the benefit of our population," she noted in her address.
