President: Peru will always respect and defend human and fundamental rights

The President of the Republic, Dina Boluarte, emphasized that Peru respects human rights and fundamental rights in safeguarding its citizens, including members of the Armed Forces, the National Police, and self-defense committees.

The top official made these remarks during her speech at the Judges' Day ceremony, held at the Judiciary headquarters in Lima.

This statement was made in response to a resolution by the Inter-American Court of Human Rights (IACtHR), which calls on the Peruvian State to refrain from enforcing the Amnesty Law for those who fought terrorism between 1980 and 2000, a law ratified by the Permanent Commission on July 9.

The Head of State said that the IACtHR's ruling constitutes a threat to Peru's sovereignty. 

Likewise, the President noted that they will not accept "any attempt to undermine the independence of State institutions through calls to disregard Peruvian law."

"Peru is, and will remain, a country deeply respectful of and a staunch defender of fundamental rights and human rights, in safeguarding the approximately 34 million Peruvian men and women, including, of course, the members of our Armed Forces, our National Police, and the self-defense committees, who defended the homeland (…) bravely confronting the terrorist forces that unilaterally declared war on the Peruvian State," she expressed.

Furthermore, the President said that an independent Judiciary, free from external interference, is crucial to building trust and stability —essential conditions for the nation's development— while calling for efforts to strengthen the justice system.

At another point, the top official highlighted the Judiciary's role as an essential pillar in Peru's progress, serving as the guarantor of legal stability that enables economic growth.

"Since 2023, we have worked hard to overcome inflation and recession —achievements that have become evident in 2024 and during the first seven months of this year, 2025," Mrs. Boluarte stated.

"In this national effort, judges —both men and women— have been key allies in reaching the goals of progress and development that our people deserve," she added.

Moreover, Mrs. Boluarte expressed her appreciation to both magistrates and justices of the peace on their day.

She also reiterated that the Peruvian people have placed their trust in them, confident that they will honor the high office they have been entrusted with.
