Peru's FM and UK's Minister of State address security cooperation

Peru's Foreign Affairs Minister, Ambassador Elmer Schialer, and United Kingdom's Minister of State for International Development, Latin America, and the Caribbean, Baroness Jennifer Chapman, held a meeting on Tuesday, with the aim of strengthening the friendly relations between the two nations.

Within this framework, aware of the serious threat that transnational organized crime poses to the security of both States, the dignitaries agreed on the importance of promoting greater cooperation and collaboration on security matters.

Likewise, the officials announced their intention to strengthen joint efforts in combating Transnational and Serious Organized Crime (TSOC).

Both States have a long history of cooperation in combating organized crime, which has resulted in concrete and substantial support in technology, equipment, and specialized training over the years.

In this regard, with the aim of exploring new areas of cooperation and strengthening existing ones, both officials agreed on the intention to focus their efforts on the following objectives, within the framework of the resources available to each State.

a. Promote the exchange of detailed and up-to-date intelligence and information on transnational organized crime groups affecting both States, as well as best practices and concrete actions in the fight against this scourge, such as joint training, specialized mentoring, and coordinated operational activities.

b. Continue strengthening port security to combat the illicit trafficking of drugs via maritime routes, through the exchange of risk profiles, data, and lessons learned on interdiction methods, including concealment techniques and trends, providing technological systems and equipment, and training law enforcement officers to improve the control of containers leaving Peru.

c. Promote cooperation in the fight against environmental crimes, including illegal mining and its impact on local populations and indigenous communities, through the provision of technical and technological assistance to Peru’s efforts in fighting transnational organized crime groups.

d. Promote cooperative actions to prevent illicit financial flows and corruption, facilitators of transnational organized crime, through specialized training and technical assistance.

e. Deepen existing cooperation to strengthen the capacities of justice administration officials for investigations aimed at dismantling transnational organized crime groups.

Finally, aware of the need to reinforce their efforts in the fight against transnational organized crime, both authorities expressed their decision to begin negotiations aimed at signing an agreement to strengthen bilateral cooperation in combating transnational organized crime.

The meeting was held at Torre Tagle Palace in the Peruvian capital, Lima.
