Peru and Japan agree to promote sustainable tourism development

Peru and Japan agreed to promote the development of sustainable tourism, investments, as well as the increase in travel between the two countries; therefore, they signed a memorandum of cooperation, the Peruvian Ministry of Foreign Trade and Tourism (Mincetur) announced on Friday.

The government agency mentioned that, as part of the bilateral summit meeting between the President of Peru, Dina Boluarte, and the Prime Minister of Japan, Shigeru Ishiba, Mincetur and the Japan Tourism Agency signed the aforementioned memorandum of cooperation.

A formal partnership with the Japan Tourism Agency positions Peru as a strategic partner in the region, contributing to its standing as a reliable and sustainable destination with competitive advantages in the Asian market.

This instrument seeks to facilitate the growth of tourist flows between the two countries, encourage direct contact involving their tourism authorities, promote technological innovation in the sector, as well as foster a continuous exchange of knowledge and experiences related to the use and conservation of natural and cultural resources.

Furthermore, it aims to facilitate interaction between experts and professionals in the sector, with the goal of strengthening human capital capacities in tourism through educational and technical processes that enrich the development of both markets.

Among the main benefits of the agreement is the possibility of designing joint actions to attract a greater number of Japanese tourists to Peru, a strategic source market known for its high average spending, extended stays, as well as preference for cultural, gastronomic, and nature-based experiences.

In this regard, this international instrument also represents an opportunity to identify Japanese best practices adaptable to the Peruvian context, such as the use of artificial intelligence in tourism promotion, visitor flow management, or mechanisms for preventing environmental impacts.

The signing of this agreement is the result of Minister Desilu Leon's initiative. The Peruvian Cabinet member formally proposed it to Japan’s Parliamentary Vice-Minister of Land, Infrastructure, Transport and Tourism, Isato Kunisada, during the inauguration of the Peruvian pavilion at Expo Osaka–Kansai 2025 last April.

The memorandum establishes a non-binding collaboration platform aimed at strengthening travel ties between both countries, with a special emphasis on boosting sustainable tourism, technical exchange, and joint destination promotion.

During the first half of this year, 10,712 Japanese tourists visited Peru, representing a slight increase of 0.5% compared to the same period in 2024 (10,664 visitors).

Throughout 2024, 21,042 Japanese visitors arrived, an 86% increase compared to 2023 (11,290), showing a strong recovery; however, the tourist flow has not yet reached pre-pandemic levels.
