The Special Team of Prosecutors for Cases Involving Victims During Social Protests (Eficavip) – Apurimac Team has formalized a preliminary investigation against 10 police agents for the alleged crime of aggravated torture to the detriment of 24 civilians during the protests held in the region on February 9, 2023.
Those formally placed under investigation include former Peruvian National Police (PNP) General Commander (ret.) Raul Alfaro Alvarado, former PNP Lieutenant General (ret.) Jorge Angulo Tejada, Apurimac Police Region Chief Jesus Flores Solis, as well as the chiefs of the Public Order and Security Division in Abancay, Victor Sifuentes Yañez and Rodolfo Porfirio Diaz.
Also included in the investigation are Jose Calatayud Chavez, Rolando Taracaya Ccañihua, David Chapa Aquino, Joel Cabrera Paredes, and Nobel Inca Andia.
According to the investigation led by Provincial Prosecutor Elizabeth Quispe, there were serious human rights violations during the police operation at kilometer 270 in the Siete Vueltas area (Aymaraes Province, Apurimac region).
At the site, civilians were subjected to physical and psychological violence, and tied up for hours by law enforcement agents.
Thus, the Specialized Subsystem on Human Rights and Interculturality of the Public Ministry (Prosecutor's Office) reaffirms its commitment to establishing criminal responsibility, ensuring justice and reparation for the victims in the context of the protests held between December 2022 and March 2023.
The Public Ministry reported that Eficavip has succeeded in bringing 70% of its investigations to the preliminary investigation stage.
