Peru's 2026 Elections: How 130 Deputies will be elected and their roles

Starting July 28, 2026, Peru's Parliament will feature a Chamber of Deputies composed of 130 members, elected through a mixed system of fixed and proportional seats, the National Elections Board (JNE) stated.

First, the Chamber of Deputies (also called the Lower Chamber) will be composed of a minimum of 130 parliamentarians, according to Resolution No. 0053-2025 of the JNE.

Direct allocation of 28 Seats

Of the total, 28 seats will be assigned through a multiple electoral district system, with one deputy per jurisdiction.

The exception is the district for Peruvians residing abroad, which will have two representatives:

Proportional allocation of 102 Seats

Meanwhile, the remaining 102 seats will be distributed proportionally based on the number of voters in each district.

Lima Metropolitan Area will have the largest representation, with a total of 32 deputies.

Likewise, the election will use a double and optional preferential voting system, except in districts with fewer than two representatives, where only a single preferential vote will apply.

It should be noted that this mechanism will not apply to voters residing abroad.

Functions of the Chamber of Deputies

Approve legislative proposals to be submitted to the Senate, in accordance with its regulations.

Interpellate and censure ministers.

Grant or withhold confidence from cabinets.

Form investigative committees.

Accuse before the Senate high-ranking state officials, such as: the President of the Republic; senators; deputies; State ministers; Constitutional Court magistrates; National Justice Board members; Supreme Court judges; supreme prosecutors; the Ombudsman; and the Comptroller General, for violations of the Constitution and for any crimes committed in the exercise of their functions, up to five years after leaving office.

Request reports deemed necessary from State ministers, the National Elections Board, the Comptroller General, the Central Reserve Bank, the Superintendence of Banking, Insurance and Private Pension Fund Administrators (SBS), regional and local governments, and other institutions as specified by law.

Other functions.

Thus, the JNE has allocated the seats of the Chamber of Deputies for the upcoming 2026 General Elections.

The General Elections will be held on April 12, 2026, with a potential runoff for the presidential race scheduled for June 7 of the same year.
