Peru's 2026 Elections: Who will be eligible to use digital voting?

The National Office of Electoral Processes (ONPE) established, through Executive Resolution No. 000069-2025-JN/ONPE, which voters will be able to voluntarily and progressively use digital voting in the 2026 General Elections.

Police and military personnel

Law No. 32270 established that digital voting is mandatory for members of Peru's Armed Forces and National Police who, due to service duties, are deployed on election day and are located somewhere other than the address listed on their National Identity Document (DNI).

According to the new regulation, in addition to the aforementioned voters, the following citizens will also have the opportunity to vote virtually:

- Active members of Peru's Armed Forces and National Police who are not deployed outside their registered address as recorded by the National Registry of Identification and Civil Status (RENIEC).

Which other Peruvians will be able to vote digitally?

- Peruvians who are outside the national territory.

- Healthcare and administrative personnel at public and private health facilities, including police and military hospitals.


- Personnel of the General Corps of Volunteer Firefighters of Peru.


- Citizens with disabilities who are registered in the National Registry of Persons with Disabilities of the National Council for the Inclusion of Persons with Disabilities (Conadis) and/or those listed as such in the electoral roll.

- Citizens whose registered address with RENIEC corresponds to the district of Cercado de Lima.

ONPE decided that the aforementioned groups will have access to digital voting either because they face difficulties traveling to their respective polling stations on election day or because they have a disability.

As for voters residing in Cercado de Lima, their participation is essential to ensure there are citizens available to take on the responsibility of serving as polling station members at the table that will receive digital votes.

Law No. 32270, which incorporated digital voting into electoral legislation, authorized ONPE to establish the scope of application for the digital voting pilot program.

The resolution will be submitted to the National Elections Board and RENIEC.

Digital platform

Citizens who access this voting method will be able to cast their vote through a digital platform using an electronic device: a mobile phone, tablet, desktop computer, or laptop.

Thus, they will be able to exercise their right to vote and fulfill their civic duty while saving time and money, as there will be no need for them to travel.

It was reported that citizens who wish to vote digitally and who belong to the prioritized groups must register, within the deadline set by ONPE, at https://votodigital.onpe.gob.pe.

It should be noted that only those who hold an electronic National Identity Document (DNIe) with valid digital certificates and who have been included in the final electoral roll will be able to do so.

Citizens must also have a DNIe reader (if using a laptop or desktop computer) or a technological device with an NFC interface.

The digital polling station will be made up of nine principal members and nine alternates. They will serve as chairperson, secretary, or third member, according to the order established by the selection draw.

The selection draw takes place no later than 70 days before the date of the election or popular consultation, from a list of 75 citizens with higher education who are registered for digital voting.

The General Elections will be held on April 12, 2026, with a potential runoff for the presidential race scheduled for June 7 of the same year.
