"Development is only sustainable when it is built on the basis of lasting consensus. In that sense, this event offers a key space to learn perspectives and experiences, and to promote the construction of labor policies aligned with reality and with the vision of a more equitable future," Mrs. Boluarte indicated.
Likewise, the Head of State specified that it is essential to strengthen the capacity of the Peruvian State and modernize its mechanisms for regulation and social protection, "ensuring that economic growth generates shared well-being."
The top official warned that we live in a time marked by profound transformations in the global economy, accelerated by technological advancement, climate change, the recent health crisis, and growing social inequality.
Faced with these challenges, the President emphasized the urgency of immediate responses and a long-term vision that guarantees more inclusive, cohesive, and resilient societies.
"In this context, the need for a new social contract is unavoidable," Mrs. Boluarte stated, pointing out that it must be based on the principles of justice, solidarity, and sustainability, serving as the foundation for a renewed relationship between the State, the productive sector, and the citizenry.
The President explained that the Ministry of Labor is promoting this forum with the conviction that consultation is the most solid path to generating effective and sustainable labor policies, especially in a context where the social cohesion deficit and lack of equitable opportunities have eroded institutional trust and generated tension in the labor sector.
"This space for dialogue is an ideal platform to promote strategies for collective action that guarantee dignified working conditions, formal employment, and inclusive social protection systems," she said, recalling that the initiative is guided by the principles promoted by the International Labour Organization (ILO): social justice, inclusion, and sustainability.
Mrs. Boluarte highlighted that technology is redefining the world of work through automation, artificial intelligence, and digital platforms, which, although they have created opportunities, have also widened labor gaps and generated uncertainty for millions of people.
"We must, therefore, anticipate these changes with innovative public policies that promote continuous education and training, ensuring that the technological transition is inclusive and beneficial for everyone," she pointed out.
Sustainable Economy
In relation to climate change, the President emphasized that it represents a challenge that demands progress toward a sustainable economy that generates green jobs, contributes to environmental protection, and does not compromise the quality of life of vulnerable populations.
The top official specified that the forum will discuss ways in which States can assume an active role as promoters of structural transformations through reforms that harmonize economic development with environmental sustainability and social justice.
"At this forum we will discuss how States can play an active role as promoters of structural transformations through reforms that allow for reconciling economic development with environmental sustainability and social justice," Mrs. Boluarte detailed.
"Peru, as a constituent member of the ILO Governing Body, reaffirms its commitment to these principles and to the search for collective solutions to shared challenges," she added.
Likewise, the Head of State said that this is an opportunity to redesign a future with fairer labor relations, where technology is at the service of the individual, sustainability is an obligation, and no citizen is left behind due to a lack of opportunities.
"We are facing the great opportunity to redesign a future where labor relations are fairer, where technology is at the service of the person, where sustainability is not an option but an obligation, and where no citizen is left behind due to a lack of opportunities," she stated.
Moreover, the President assured that the government she leads maintains a strong economy and is advancing toward its consolidation.
"For all of this, this moment demands the unity of all Peruvians; from the government, the political class, entrepreneurs, and workers. Together and with constructive dialogue, we will continue advancing toward the development and progress we desire for Peru," Mrs. Boluarte pointed out.
"With more work for our women, for our youth, but also for our seniors. In unity, we all can," she concluded.
Remarks were made during the inauguration ceremony of the International Forum for Social Cohesion, held at the Government Palace in Lima.
