Peru reaffirms its unwavering commitment to disarmament and the promotion of an order based on respect for international law,
In line with this, the ambassador indicated that Peruvians "are convinced that multilateralism is the only effective way to address these global challenges (…) Therefore, we reaffirm our commitment to disarmament, multilateralism, and an international order that promotes peace, security, and the well-being of all nations. Only in this way can we achieve our ultimate priority: a safer, more peaceful, and sustainable world."
The diplomat added that, in light of the continued use of prohibited munitions in some ongoing conflicts, Peru reaffirms its commitment to humanitarian disarmament treaties.
"This commitment translates into concrete actions, such as the complete elimination of cluster munitions in compliance with the Oslo Convention and our joint efforts with Ecuador in binational humanitarian demining. Therefore, we express our concern over any decision that affects the universality of these conventions," he expressed.
The Conference
In this regard, Minister Schialer considered that the Conference on Disarmament —acting as a specialized multilateral forum for negotiations on the matter— "must be the epicenter of efforts to build an international security architecture based on peace, transparency, and mutual respect."
He announced that, as part of its 2025 work program, the Conference on Disarmament has designated Peru as the facilitator of discussions on halting the nuclear arms race and nuclear disarmament.
"This designation reflects the Conference Member States' recognition of Peru's foreign policy on disarmament, which is based on its peaceful vocation," he noted.
Moreover, the diplomat stressed the need to redouble efforts to restore the Conference's negotiating capacity, which has been stalled for over two decades.
"The world is experiencing a period of great complexity, marked by uncertainty and the proliferation of armed conflicts and new hotspots of violence that threaten international peace and security," Schialer stated.
"This situation not only undermines the fundamental principles of the UN Charter and international law but also endangers the well-being and survival of all humanity," he added.
