Peru and Switzerland forge alliance for sustainable, competitive and inclusive agriculture

The Ministry of Agrarian Development and Irrigation (Midagri) signed three participation and understanding agreements with the SeCompetitivo Program of the Swiss Economic Cooperation, implemented by Helvetas Peru, aligned with productive development through institutional and digital improvements.

The technical counterpart is the National Council of Competitiveness and Formalization of the Ministry of Economy and Finance (MEF).
These are initiatives aimed at strengthening competitiveness in key areas such as access to agricultural financing, digitalization of Amazonian family farming, and strengthening the organic production control system.
They will involve a Swiss investment of over US$1 million in non-reimbursable technical cooperation to support Peru's agrarian development.
The event was attended by Agrarian Development and Irrigation Minister Angel Manero Campos and Swiss Ambassador to Peru, Paul Garnier.
During the ceremony, the importance of strategic collaboration between the Peruvian State and international cooperation to address the structural challenges of the South American country's agricultural sector —such as access to credit, digitalization, and organic production free of deforestation— was emphasized.
Midagri's head, Manero Campos, expressed his deep gratitude for the promotion of innovative projects that generate value, promote innovation, and strengthen public management.
"We reaffirm our commitment so that these initiatives move forward efficiently and deliver concrete results," the minister emphasized.
In turn, the Swiss Ambassador stated "that these initiatives not only promote innovation and sustainability in key sectors for food security and exports, but also strengthen the joint commitment of Switzerland and Peru toward a fairer, more productive, and environmentally respectful agriculture."
The three signed public policy initiatives are:
1. Strengthening access to agricultural financial services for producers integrated into prioritized value chains
It aims to improve credit access conditions for small producers, especially women, through innovative financial products tailored to their needs. It will benefit more than 40,000 producers in Piura, San Martin, and La Libertad regions, promoting investment in technology, gender equity, and climate resilience in agriculture.
2. Strengthening the national control system for organic production
It aims to strengthen the National Agrarian Health Service (Senasa) and all actors in the chain, from producers to certifiers, helping position the country as a reliable supplier of organic products.
3. AgroInnova: Promoting competitiveness through the digitalization of Amazonian family farming for deforestation-free production.
This initiative promotes the use of digital technologies to improve the productivity of family farming in the Amazon, in line with Peru's commitments to combat deforestation.
Through traceability tools, digital technical assistance, and data analysis, it seeks to integrate Amazonian producers into responsible markets, while also reinforcing territorial and environmental governance.
These initiatives will be implemented between 2025 and 2027 and are aligned with national policies such as the National Competitiveness and Productivity Plan, the National Financial Inclusion Policy, and Peru's commitments to climate change and international markets.
With the implementation of these three initiatives selected within the framework of the SeCompetitivo Program, Midagri reaffirms its technical leadership in designing innovative public policies, aimed at building a more competitive, sustainable, and digitalized agrarian sector that generates better opportunities and living conditions for thousands of producer families across Peru.
