President enacts law to appoint over 3,500 contracted professors at public universities

President Dina Boluarte on Thursday enacted a law authorizing the exceptional appointment of 3,560 contracted professors at Peruvian public universities, to the positions of assistant professor and associate professor.

During the ceremony, the Head of State indicated that the government aims to ensure job stability for teachers, improve educational quality, and strengthen public higher education in Peru.

"This is one of our major tasks, and we are fulfilling it, because our government's objective is to continue fostering student learning and the future of professional development," she underlined.

Mrs. Boluarte clarified that the appointment of these university professors will require an investment worth over S/246 million (above US$65 million).

"And I say investment, not expense, because when education is improved, the country's future is improved. Our government has never and will never set limits on implementing actions that will help us achieve the Peru we all dream of and deserve," she expressed.

Within this framework, the top official reminded citizens that the government has proposed a historic budget of S/6.968 billion (about US$1.838 billion) for public universities in 2025.

"This figure represents much more than just a number; it is a political decision that places education as central axis of our national development," she emphasized.

Additionally, Mrs. Boluarte noted that her administration increased university professors’ salaries by S/800 (about US$211), reaching S/8,869 (about US$2,339) for full professors and S/5,820 (about US$1,535) for associate professors.

In 2023, the government also raised the pay of all teachers by S/500 (about US$132). As a result, teachers in the first tier of the Public Teaching Career now earn a salary of S/3,100 (about US$818).

Furthermore, in fulfillment of agreements with the National Union of Education Workers (Sutep), the government paid severance compensation (CTS) to 2,621 appointed professors who retired in 2022 and 2023. A total of S/232 million (about US$61 million) was allocated for this purpose.

In November, an additional one-time bonus of S/380 (about US$100) will be distributed to appointed and contracted teachers and teaching assistants, with no exceptions.

"This is the work, the management. This is how our government speaks: with deeds, and we will continue doing so. We face and address the urgent problems and needs of our population. We do not turn away; we seek solutions because that is what society demands, and it is the path our government follows," she concluded.
