Peru's Mindef signs agreement with Dutch firm to improve Air Force's cyber security

The Peruvian Air Force (FAP) will strengthen its cyber security capacity thanks to an agreement signed between the Ministry of Defense (Mindef) and Dutch company New Skies Satellites, which will allow the implementation of a Network Operations Center (NOC) in said armed institution.

The Specific Agreement for Industrial and Social Compensation (Offset) was signed by Deputy Defense Resources Minister Jorge Herrera, on behalf of Defense Minister Walter Astudillo, and the head of Latin American Sales at New Skies Satellites, Mauricio Villamil.

Moreover, the signing ceremony included the participation of Air Force Chief of Staff, Lieutenant General Ruben Gambarini. The event took place at the FAP Command Post in Lima's Jesus Maria district.


"This specific agreement will contribute to the development of cyber security capacities of this armed institution, through the implementation of a Network Operations Center that will articulate computer, telecommunications, and satellite network systems of the Air Force," the deputy minister expressed.

Likewise, Herrera underscored that said act is linked to the recruitment process of a Satellite Communications System for FAP, launched in 2022, through a Framework Agreement of Industrial and Social Compensation (Offset).

In turn, the representative of New Skies Satellites indicated that the company offers a state-of-the-art satellite infrastructure, which will be available for the implementation of the signed specific agreement.

On the other hand, the FAP chief of staff remarked that this agreement will help provide solutions on cyber security issues and network management.

"The existing cybernetic threats around the world demand highly qualified staff to mitigate these risks," he said.

The Industrial and Social Compensation Directorate - Offset at Mindef was in charge of the management and formulation of this specific agreement, called "Know-how transfer and equipment supply for monitoring capacity development across the network and technological resilience at the Peruvian Air Force."

According to the Ministry of Defense, the agreement's implementation is valued at just over US$6 million, and is expected to be in six months.
