Peru: 157 districts declared in state of emergency due to heavy rains

The Executive Branch has issued a supreme decree declaring a state of emergency in 157 districts across 20 provinces due to intense rainfall, effective for a period of 60 calendar days.

The measure, announced yesterday by Prime Minister Gustavo Adrianzen, is included in Supreme Decree No. 021-2025-PCM, published in the Official Gazette El Peruano on Thursday.

The affected districts are located in Amazonas, Ancash, Apurimac, Arequipa, Ayacucho, Cajamarca, Cusco, Huancavelica, Huanuco, Ica, Junin, La Libertad, Lima, Loreto, Madre de Dios, Piura, Puno, San Martín, Tacna, and Ucayali regions.

The purpose of the emergency declaration is to enable the execution of exceptional, immediate, and necessary response and rehabilitation measures.

These actions must be directly linked to the emergency event and may be modified based on emerging needs and safety factors during their execution, supported by technical studies from the relevant authorities, according to the decree.

Additionally, the decree specifies the goods eligible for donation under the state of emergency, in accordance with Law No. 30498, which promotes food donations and facilitates the transportation of donations during natural disasters.

Services provided free of charge, such as catering, medical services, transportation, logistics for dispatch, transfer, and storage, as well as operator services and any other essential service for the affected population, are also included.

The decree is signed by President Dina Boluarte and endorsed by Prime Minister Gustavo Adrianzen, along with the ministers of the involved sectors: Health; Agrarian Development and Irrigation; Education; Housing, Construction, and Sanitation; Transportation and Communications; Interior; Defense; Energy and Mines; Women and Vulnerable Populations; Development and Social Inclusion; and Economy and Finance.
