Peru: Attorney General requests Fuerza Popular party be declared illegal

Attorney General Delia Espinoza on Thursday requested the Judiciary to declare the Fuerza Popular (Popular Force) party — led by Keiko Fujimori, daughter and political heir of former president Alberto Fujimori (1990–2000) — illegal for engaging in "activities contrary to democratic principles."

The 364-page request was submitted by Espinoza to the Supreme Court of Justice's Constitutional and Social Chamber, according to the document published by local media outlets and confirmed to EFE by official sources.

The complaint was formalized following a lawsuit filed by a citizen last March. It was supported with information and alleged evidence collected by the Attorney General's Office, the report said.

In this regard, the Attorney General accused Fuerza Popular of a "systematic violation of fundamental freedoms and rights," as well as promoting "attacks against the integrity of magistrates, public officials, political opponents, journalists and independent media, as well as organized civil society."

The document stated that there is a persecution of "these individuals because of their public function, political position, profession, and/or opinion."

Moreover, it pointed out that Fuerza Popular promotes the "exclusion of Congress members (both party affiliates and invited members) from its parliamentary group due to political dissent/freedom of conscience."

It also accused the party of exculpating "attacks on the life and integrity of victims of the internal armed conflict" (1980–2000), which pitted the Peruvian State against the terrorist groups Shining Path and Tupac Amaru Revolutionary Movement (MRTA); and of legitimizing "violence as a method to achieve political objectives."

Espinoza stated that "all these anti-democratic actions" are "emphatically provided for" in Peru's Political Organizations Law.

"Therefore, in light of the anti-democratic conduct attributed to the political organization Fuerza Popular," she requested that Fuerza Popular's registration in the Political Organizations Registry (ROP) be canceled and that the party be barred from participating in the 2026 General Elections.
