Paraguay's Judiciary on Thursday ordered
According to Paraguayan media, the measure was issued by the Criminal Court of Guarantees No. 1 of Asuncion through Interlocutory Order No. 1682 dated September 25, 2025.
"Moreno Hernandez will remain in detention in Module 8, the maximum-security wing of the Martin Mendoza Prison in Emboscada, after refusing the expedited extradition," the digital news outlet Última Hora reported.
This decision will be enforced in a maximum-security prison due to the high criminal profile of the person to be extradited.
It was deemed appropriate to grant the request in light of the prosecutor's statements and the evidence contained in the judicial file.
Commissioner Marcelino Espinoza, director of the Investigation of Punishable Acts, stated it is not ruled out that Moreno Hernandez could be expelled from the country today.
Sentenced to 32 years
It is worth recalling that on December 28, 2023, the Eighth Criminal Superior Court of Lima had already sentenced him to 32 years in prison for crimes against freedom, including kidnapping and theft.
He was also convicted of crimes such as homicide and contract killing, in addition to small-scale drug trafficking.
According to the Peruvian Ministry of Interior, he has been responsible for a series of kidnappings targeting businesspeople, employees, and entrepreneurs, especially in northern Lima.
His criminal record includes the kidnapping of schoolgirl Valeria Vasquez, who was rescued by police five days later in the capital's Carabayllo district.
He is also accused of being the mastermind behind the kidnapping of 27-year-old Lucero Trujillo.
She managed to escape three days after being abducted in northern Lima, taking advantage of her captors' escape due to the heavy police presence.
