Peru, IDB work jointly to restore heritage value of historic centers

Culture Ministry and the Inter-American Development Bank (IDB) are working to restore the heritage value of Peruvian historic centers and turn them into major cultural centers in the country and Latin America, the sector's head Patricia Balbuena said Monday.

Minister Balbuena took part this morning at the 6th National Meeting of Peruvian Historic Centers held in Cusco city. The event saw the presence of Foreign Trade and Tourism Minister Rogers Valencia.


On the other hand, the implementation of the Prior Consultation Law —whose regulations were issued in 2012— put indigenous peoples on the agenda.


She finds it necessary to strengthen this mechanism after having implemented 39 prior consultation processes. 

"Sometimes we place all expectations in the Prior Consultation, and we forget there are other mechanisms of participation," she stated.


As for archaeological heritage preservation, the Culture Minister affirmed that —due to the diversity and vastness of Peru— consideration should be given to joint management arrangements with the private sector.

"Some matters concerning heritage conservation are the responsibility of the State. However, we need to determine which services can be outsourced," Balbuena noted.

As stated by the government official, large archaeological research projects are made possible thanks to agreements with universities, especially foreign ones.

 
"We have 46,000 archaeological sites. Our intervention capacity to excavate, preserve, protect, and place value does not move at the speed it should. That's where universities and private sector's support is needed," the Culture's head pointed out.
